Civil engineering work at the proposed Niseko Hanazono Village development in Kutchan has been suspended since early July, according to reporting by the [Hokkaido Shimbun](https://www.hokkaido-np.co.jp/article/1337024/?fm) (Japanese only, subscription required).

The large-scale project is planned for an approximately 42-hectare site in the Hanazono area and is expected to include two hotels operated under the Capella Hotels &amp; Resorts brand, condominium accommodation, luxury villas, an onsen and a swimming pool.

If completed as planned, the development would become one of the largest integrated resort projects in the Niseko area and the first Capella Hotels &amp; Resorts property in Japan.

However, the Hokkaido Shimbun reported that payments from the project company to a contractor had been delayed, preventing civil engineering work from continuing. The newspaper said workers had left the site while part of the access road required before building construction can begin remained unfinished.

Neither the project company nor Capella has publicly confirmed the current position in material reviewed by Uchi and the investor behind the development has not responded to questions at the time of publication.

## A September deadline

The timing of the interruption may be particularly significant because of land-use regulations introduced by Kutchan Town in October 2023.

Hotels and ryokan are now prohibited in principle within several designated conservation areas, including the agricultural and forest conservation district covering parts of Asahi and Hanazono.

Transitional arrangements were introduced for certain projects where development approval had already been granted and work had begun before the new rules took effect. Under the official guidance, qualifying buildings must have commenced construction by 30 September 2026 to continue relying on that transitional treatment.

According to the Hokkaido Shimbun, construction of an access road must be completed before building work can begin at the Niseko Hanazono Village site. The newspaper reported that failure to begin qualifying building construction by the deadline could prevent the hotel component from proceeding under the present plan.

This does not necessarily mean that the entire development would become impossible, although any revised proposal would need to comply with the regulations and approvals applying at the time. The exact consequences would depend upon the project’s legal and planning position.

## A changing development schedule

The project has already passed through several proposed schedules.

Earlier plans anticipated an opening in 2025, although civil engineering work was suspended for several years after partial construction of a road and bridge. Work later resumed, and a timetable presented at a Kutchan Town briefing in 2025 called for civil engineering to be completed in August 2026 and the overall project in February 2032.

Previous descriptions of the development have included two hotels, condominium accommodation, approximately 30 villas and a total floor area of around 110,000 sqm.

The contractor’s civil engineering work is now approximately 75% complete, according to a cooperating company quoted by the Hokkaido Shimbun. It remains unclear when construction might restart or whether building work can begin before the September deadline.

## Limited implications for the wider market

The interruption comes while several other major developments around Niseko remain active, and there is no indication that the circumstances affecting this project are shared across the wider market.

In general Uchi's opinion would be that the stoppage was unlikely to affect investment in Niseko as a whole given that each project is generally funded independently.

The immediate issue is therefore specific to the delivery and planning timetable of the Niseko Hanazono Village project. Further clarity is likely to depend upon whether work resumes, whether the access infrastructure is completed and whether qualifying building construction begins before the end of September.
